Our Story
The Salvation Army of Dane County’s emergency shelter was dated and faced issues surrounding long wait times and the inability to expand to other critical services. Thus, the vision for their new campus was born: a new purpose-built shelter and The Shield Apartments to provide longer-term housing options.
The Shield Apartments offers critically-needed affordable housing, while also providing those using the temporary shelter with a continuum of supportive housing to set them on a path for success as they re-enter the private housing market.
A wide array of supportive services are available to assist residents of this new 44-unit housing community, providing access to stable housing as well as support to break the cycle of homelessness or domestic violence.

Supportive Services
- Meaningful financial support for supportive services including fully-furnished units, with rental assistance and utilities paid through a Salvation Army funded program (for the 11 units reserved exclusively for those who struggle with chronic homelessness)
- Needs assessment and comprehensive housing focused case management
- Adult basic and vocational education, including basic computer skills
- Life skills training
- Dental, medical, and mental health services (clinic on site)

In order to qualify for an affordable apartment your total annual household income must fall below these limits, based on the number of people living in the household.
